Queensland Senator [Murray Watt](https://theyvoteforyou.org.au/people/senate/queensland/murray_watt) (Labor) [explained that](https://www.openaustralia.org.au/senate/?id=2023-12-05.181.1): > Specifically this package strengthens the already robust laws that have been introduced to ensure the protection of the community by introducing new powers for the courts to impose community safety orders where there is substantial admissible evidence of a high risk to the community from people who have previously committed a serious, violent or sexual offence. This judicially supervised scheme includes a mechanism to detain, or impose additional conditions on, noncitizens who pose an unacceptable risk to the community but who have no real prospect of being removed from Australia in the reasonably foreseeable future. [...] > > The amendments moved today also create offences for failing to comply with a community safety supervision order. Where a community safety supervision order is made, the order overrides all community protection related visa conditions previously imposed by the minister. In effect, those conditions are superseded by the decision of the courts. However, all national security and status-resolution related conditions would continue to remain valid and enforceable.
