<p class="speaker">Sue Lines</p><p>The question is that the second reading amendment as moved by Senator Shoebridge be agreed to.</p>-
- The majority voted against an [amendment](https://www.openaustralia.org.au/senate/?gid=2022-09-07.170.1) to the usual second reading motion, "*that the bills be read a second time.*" To read a bill a [second time](https://peo.gov.au/understand-our-parliament/how-parliament-works/bills-and-laws/making-a-law-in-the-australian-parliament/) is to agree with its main idea. Because this vote failed, the original motion will remain unchanged.
- This amendment as introduced by NSW Senator [David Shoebridge](https://theyvoteforyou.org.au/people/senate/nsw/david_shoebridge) (Greens).

- > *At the end of the motion, add ", but the Senate:*

- > *(a) notes that in the time between this bill passing the House and being debated by the Senate, the Government has opened up 46,758 square kilometres of ocean acreages for new oil and gas exploration; and*

- > *(b) acknowledges the advice of the United Nations Intergovernmental Panel on Climate Change and the International Energy Agency, that to meet the Government's own target of net zero by 2050, no new coal, oil or gas infrastructure can be built."*
