Title

 • Bills — Electoral Legislation Amendment (Political Campaigners) Bill 2021; Reference to Committee
 • Electoral Legislation Amendment (Political Campaigners) Bill 2021 - Reference to Committee

Description

 •
Larissa Waters

 •
WATERS (—) (): At the request of another senator, I seek leave to amend business of the Senate notice of motion No. 2 by bringing forward the reporting date to 3 February 2022.

 • The same number of senators voted for and against a [motion](https://www.openaustralia.org.au/senate/?id=2021-11-24.163.2):
 • > *That the [Electoral Legislation Amendment (Political Campaigners) Bill 2021](https://www.aph.gov.au/Parliamentary_Business/Bills_Legislation/Bills_Search_Results/Result?bId=r6752) be referred to the Finance and Public Administration Legislation Committee for inquiry and report by 3 February 2022.*
 • This means the motion failed and so the bill will not be sent to that Committee for their consideration.
 • ### What does the bill do?
 • According to the [bill homepage](https://www.aph.gov.au/Parliamentary_Business/Bills_Legislation/Bills_Search_Results/Result?bId=r6752), the bill:
 • > *Amends the Commonwealth Electoral Act 1918 to reduce from $500 000 to $100 000 the threshold for electoral expenditure that can be incurred by an individual or organisation before they are required to register as a political campaigner.*
 • More detail is included in the [bills digest](https://www.aph.gov.au/Parliamentary_Business/Bills_Legislation/bd/bd2122a/22bd015), which is produced by the parliamentary library and is a useful nonpartisan document.
 •
Leave granted.

 •
I move the motion as amended:

 •
That the Electoral Legislation Amendment (Political Campaigners) Bill 2021 be referred to the Finance and Public Administration Legislation Committee for inquiry and report by 3 February 2022.

 •
Jonathon Duniam

 •
These matters have already been considered by the committee. The Electoral Legislation Amendment (Political Campaigners) Bill 2021 responds to recommendation No. 18 of the Joint Standing Committee on Electoral Matters from its Report on the conduct of the 2019 federal election and matters related thereto. The amendments will enhance public confidence in Australia's political processes by aligning transparency requirements for political actors who seek to influence the outcome of an election to more closely resemble those for political parties, candidates and members of the Australian parliament.

 •
Slade Brockman

 •
The question is that the motion as amended be agreed to.
