EditThe majority voted against a motion to let another vote happen. In other words, they voted against suspending the usual procedural rules, which are known as standing orders.
Motion text
That so much of the standing orders be suspended as would prevent me from moving a motion to provide for the consideration of a matter, namely a motion to provide that a motion relating to climate change and the Glasgow Climate Pact may be moved immediately, determined without amendment and take precedence over all other business for 30 minutes.
