<p class="speaker">Scott Ryan</p><p>The question is that the motion moved by Senator Waters to suspend standing orders be agreed to.</p> - The majority voted against a [motion](https://www.openaustralia.org.au/senate/?gid=2021-08-10.13.1):
- > *That so much of the standing orders be suspended as would prevent [Senator Waters](https://theyvoteforyou.org.au/people/senate/queensland/larissa_waters) moving a motion to provide for the consideration of a matter, namely a motion to provide that a motion relating to the Intergovernmental Panel on Climate Change may be moved immediately and take precedence over all other business until determined.*
- In other words, they voted against suspending the usual procedural rules - known as [standing orders](https://peo.gov.au/understand-our-parliament/how-parliament-works/parliament-at-work/standing-orders/) - that would have allowed the senator to move another motion.
