<p>I notified senators yesterday that at some point I would be declaring the substantive part of this motion to be the reference, not simply the date, and that changing the date would not allow it to be continually brought back before the Senate. I'm giving senators notice now that I will consider a further date change to this motion to be putting forward the same question, because this will be the third time it has been dealt with. I just thought I should advise senators of that before this vote.</p>
