<p><i>(In division)</i> I advise senators that, because normally they would be allowed to abstain by staying behind the rail which is now being used for seating, if they do need to abstain from a vote, if there's no-one in one of the rear advisers' boxes I will allow them to move to those as if they were moving to the rail, so their vote isn't counted. It's something we haven't encountered yet.</p>

- > *That so much of the standing orders be suspended as would prevent me moving a motion to provide for the consideration of a matter, namely a motion to provide that a motion relating to the consideration of legislation may be moved immediately and determined without amendment or debate.*
<p>The question is that the motion moved by Senator Birmingham to suspend standing orders be agreed to.</p>
