<p>This motion, once amended, does what the chamber has not yet been able to resolve today—that is, set the pattern for the remainder of the day. I should highlight that the motion is being circulated; I apologise that it's this late coming, but I'm sure senators will appreciate that it will resolve the remainder of the day for us. But let me explain it in a bit of detail first. It provides the Senate with endless opportunity to complete the consideration of the national security bills, the National Housing Finance and Investment Corporation Bill 2018, the interactive gambling amendment bill and all bills listed in the non-controversial legislation today that we may not otherwise complete by 12.45. The government has repeatedly emphasised the importance of these national security bills, yet has presented no proposal to the chamber over the last two weeks to enable us to complete consideration of them before the conclusion of this sitting.</p>
<p>This is—and I stress this—neither a gag nor a guillotine. It allows consideration of those matters that I have indicated. This motion should be supported by all senators who have an interest in debating these bills fulsomely.</p>

<p>The Centre Alliance won't be supporting this motion. We don't accept the urgency that is being claimed by the government in relation to the national security bills.</p>
