Bills — Commonwealth Electoral Amendment Bill 2016; First Reading
- Commonwealth Electoral Amendment Bill 2016 - First Reading - Put the question
Description

George Brandis

I seek leave to move a motion to exempt this bill from the bills cut-off order.

Leave not granted.

- The majority voted in favour of a [motion](http://www.openaustralia.org.au/senate/?id=2016-03-02.11.2) introduced by Liberal Senator [George Brandis](https://theyvoteforyou.org.au/people/senate/queensland/george_brandis):
- > *That that question be now put.*
- This is a '[closure of debate](http://www.aph.gov.au/About_Parliament/Senate/Powers_practice_n_procedures/aso/so199)' motion, which means it ends debate on a particular question so that the Senate can vote immediately on it. Basically, this motion is to speed things along.
- ### What was the question?
- > *The question now is that the suspension motion moved by Senator Brandis be agreed to.*
- Read more about this [motion](https://theyvoteforyou.org.au/divisions/senate/2016-03-02/9).

Pursuant to contingent motion standing in my name, I move:

That so much of standing orders be suspended as would prevent me moving a motion to provide for the consideration of a matter, namely a motion to give precedence to a motion to exempt this bill from the bills cut-off order.

I further move:

That that question be now put without amendment or debate.

Stephen Parry

The question is that the motion be now put.

A division having been called and the bells being rung—

Penny Wong

Mr President, a point of order: this is different business.

Stephen Parry

It is still valid if there has not been any intervening debate, so the bells will remain ringing for one minute.

Penny Wong

Mr President, you are not allowing any debate, because the government has moved a gag, but it is different business. I ask for four minutes.

Stephen Parry

It is not me who is allowing or disallowing the debate. I am following the procedures in the standing orders. The bells will be rung for one minute. I indicated that earlier. The bells are ringing for one minute.

The question now is that the suspension motion moved by Senator Brandis be agreed to.
