Title

Description

  • The majority voted against a [http://www.openaustralia.org/senate/?id=2012-09-20.29.2 motion] introduced by Democratic Labor Party Senator [http://publicwhip-test.openaustraliafoundation.org.au/mp.php?mpn=John_Madigan&mpc=Senate&house=senate John Madigan] on behalf of himself and Independent Senator [http://publicwhip-test.openaustraliafoundation.org.au/mp.php?mpn=Nick_Xenophon&mpc=Senate&house=senate Nick Xenophon].
  • The motion was:
  • ''That the Renewable Energy (Electricity) Amendment (Excessive Noise from Wind Farms) Bill 2012 be referred to the [http://www.aph.gov.au/Parliamentary_Business/Committees/Senate/Environment_and_Communications Environment and Communications References Committee] for inquiry and report by 29 November 2012.''
  • Background to the bill
  • The bill was introduced by Senator Madigan, also on behalf of Senator Xenophon, to provide the [http://en.wikipedia.org/wiki/Clean_Energy_Regulator Clean Energy Regulator] with powers to ensure that accredited power stations that are wind farms do not create excessive noise.(Read more about the bill [http://www.aph.gov.au/Parliamentary_Business/Bills_Legislation/Bills_Search_Results/Result?bId=s882 here], including its explanatory memorandum. )
  • Currently, there are questions about whether the noise generated by wind farms may cause health problems.(For example, read about the divided reactions surrounding a proposed major wind farm project in South Australia [http://www.abc.net.au/news/2013-01-08/wind-farm-project-causes-a-stir/4456574 here]. ) However, this is widely disputed.(For example, the South Australian Environmental Protection Authority rejected the link between wind farms and health almost a month before this vote took place (see [http://www.abc.net.au/pm/content/2013/s3682930.htm here]. ) These concerns reflect similar debates around the world in communities that are affected by wind farms.(Read more about these debates [http://en.wikipedia.org/wiki/Renewable_energy_debate#Community_debate_about_wind_farms here].)

  • Renewable Energy (Electricity) Amendment (Excessive Noise from Wind Farms) Bill 2012 - Reference to Committee

Description

  • <p class="speaker">John Madigan</p>
  • <p>On behalf of Senator Xenophon and myself, I move:</p>
  • <p class="italic">That the Renewable Energy (Electricity) Amendment (Excessive Noise from Wind Farms) Bill 2012 be referred to the Environment and Communications References Committee for inquiry and report by 29 November 2012.</p>
  • <p class="speaker">Nick Xenophon</p>
  • <p>Mr President, I seek leave to make a brief statement.</p>
  • <p class="speaker">John Hogg</p>
  • <p>Leave is granted for one minute.</p>
  • <p class="speaker">Nick Xenophon</p>
  • <p>My understanding, and I hope it is incorrect, is that this motion will not be supported by the government and the Greens. I am not sure if that is the case but if that is the case it would concern me because the Economics Committee has actually looked at this matter to the extent that they thought it was more appropriate for this issue to be referred to another committee. This is about the issue of renewable energy certificates for wind farms in the absence of appropriate health and other safeguards. The Economics Committee did not take evidence on this. It did not take submissions. It was recommended in a sense that it could go to another committee. That is what my colleague Senator Madigan and I are attempting to do. The practice and procedure of this place seems to be to allow bills, whether you agree or disagree with them, to be the subject of a robust inquiry so that both those for and against the bills can make submissions&#8212;unless I am mistaken. So if that is being blocked that would really concern me.</p>
  • <p class="speaker">John Hogg</p>
  • <p>The question is that the motion moved by Senator Madigan be agreed to.</p>
