Title

 • Bills — Restoring Territory Rights Bill 2022; Third Reading
 • Restoring Territory Rights Bill 2022 - Third Reading - Pass the bill

Description

 •
Milton Dick

 •
Is leave granted to proceed to the third reading immediately?

 • The majority voted in favour of a [motion](https://www.openaustralia.org.au/debates/?id=2022-08-03.9.1) to pass the bill in the House of Representatives. In parliamentary jargon, they voted to read the bill for a [third time](https://peo.gov.au/understand-our-parliament/how-parliament-works/bills-and-laws/making-a-law-in-the-australian-parliament/). This means it can now go to the Senate, where our senators will decide on whether should become law.
 • ### Why are the major parties split on how to vote?
 • This was a [free vote](https://peo.gov.au/understand-our-parliament/how-parliament-works/parliament-at-work/crossing-the-floor/) (also known as a conscience vote), which means our MPs voted according to their own beliefs rather than voting along party lines.
 • ### What does this bill do?
 • According to the [bills digest](https://www.aph.gov.au/Parliamentary_Business/Bills_Legislation/bd/bd2223a/23bd005):
 • * *The Bill proposes to remove the restrictions currently preventing the Australian Capital Territory and Northern Territory from passing legislation which would allow for voluntary assisted dying (VAD).*
 • * *These restrictions were introduced in 1997 through the passage of a private member’s Bill introduced by Mr [Kevin Andrews](https://theyvoteforyou.org.au/people/representatives/menzies/kevin_andrews) MP.*
 • * *There have been a number of attempts by parliamentarians to remove these restrictions in previous Parliaments.*
 • In other words, the purpose of the bill is to remove the prohibition on legalising euthanasia so that the Territories can introduce their own laws on the subject.
 •
Paul Fletcher

 •
Leave is granted but I ask that you to alert all members to the opportunity for those who may have strong feelings on this to call for a division should they be minded to.

 •
Milton Dick

 •
I thank the manager. The House will hear the question and it will be up to members to make their determination whether a division is required.

 •
Luke Gosling

 •
by leave—I move:

 •
That this bill be now read a third time.

 •
Milton Dick

 •
The question is that the bill be read a third time.
