  • <p>I seek leave to move the following motion:</p>
  • <p class="italic">That the House:</p>
  • The majority voted in favour of a [motion](https://www.openaustralia.org.au/debate/?id=2019-12-05.55.1) to stop Watson MP [Tony Burke](https://theyvoteforyou.org.au/people/representatives/watson/tony_burke) (Labor) from speaking any more in this debate. These motions are known as *gagging motions*.
  • <p class="italic">(1) notes that:</p>
  • <p class="italic">(a) moments ago, this government sought to prevent any debate on the Fair Work (Registered Organisations) Amendment (Ensuring Integrity No.2) Bill 2019;</p>
  • <p class="italic">(b) this is a chamber made up of people's representatives and it is constituted for the purposes of discussion, scrutiny and debate of legislation and other important matters;</p>
  • <p class="italic">(c) preventing any debate on a bill proposed for passage through this House is anti-democratic;</p>
  • <p class="italic">(d) this is a prime ministerial tantrum with the Prime Minister of Australia behaving like a juvenile schoolyard bully just because he didn't get his way last week.</p>
  • <p class="italic">(2) Therefore the House condemns the Prime Minister for:</p>
  • <p class="italic">(a) his petulance, intemperance, contempt for democracy and disdain for anyone who disagrees with him;</p>
  • <p class="italic">(b) thinking none of the usual rules of integrity and accountability apply to him.</p>
  • <p>Leave not granted.</p>

  • <p class="italic">That so much of standing orders be suspended as would prevent the Manager of Opposition Business from moving the following motion immediately:</p>

  • <p class="italic">(1) notes that:</p>

  • <p>The question is that the Manager of Opposition Business be no further heard.</p>
  • <p>We're in another inelegant part where we've got to 1.30. The question that was before the House has been resolved. We went past 1.30 a minute or so ago, so what we'll need to do now is go to members' 90-second statements. Later in the day, we'll resume.</p>
