No further debate is allowed.</p> <p>The original question was that this bill be now read a second time. To this the honourable member for Whitlam has moved as an amendment that all words after 'That' be omitted with a view to substituting other words. The question before the House is that the amendment moved by the member for Whitlam be agreed to.</p> The majority voted against an amendment to the usual [second reading](https://www.peo.gov.au/understand-our-parliament/how-parliament-works/bills-and-laws/making-a-law-in-the-australian-parliament/) motion "that the bills be read a second time", which is parliamentary jargon for agreeing with the main idea of the bill. Since this vote was unsuccessful, the second reading motion will remain unchanged. ### Amendment text *> That all words after "That" be omitted with a view to substituting the following** words:* > *> "whilst not declining to give the bill a second reading, the House notes that Labor would have acted on Commissioner Hayne's recommendation to end grandfathering arrangements** for conflicted remuneration, with Labor's bill coming into effect a full year before the Coalition's legislation".*
