No further debate is allowed.</p> The majority voted against an amendment to the usual second reading motion - which is a motion to read the bill for a second time, parliamentary jargon for agreeing with the main idea of the bill. The amendment was introduced by Fenner MP [Andrew Leigh](https://theyvoteforyou.org.au/people/representatives/fenner/andrew_leigh) (Labor). ### Motion text > That all the words after "That" be omitted with a view to substituting the following words: > > "whilst not declining to give the bill a second reading, the House notes: > > (1) the Government failed to deliver an impact assessment of the previous Exploration Development Incentive; and > > (2) has failed to deliver for the people of Western Australia". ~~<p class="speaker">Tony Smith</p>~~ <p>The original question was that this bill be now read a second time. To this, the honourable member for Fenner has moved as an amendment that all words after 'that' be omitted with a view to substituting other words. So the question now is that the amendment moved by the member for Fenner be agreed to.</p>
